Rates - Your Rates Explained
What are rates?
Rates are a property based tax, which raises the finance needed to provide your public services.
Who sets the rates?
There are two parts to the rates
1. District Rates – these are set by the Council
2. Regional Rates – these are set by Central Government, ie the Northern Ireland Assembly.
1.District Rates
What services are funded by the district rate?
The following services are funded by the district rate:
A. Leisure Services
- Sheskburn Leisure Centre
- Sheskburn, Bushmills and Mosside Community Centres
- Community Services, Community Relations, Community Safety Co-ordinator
- Recreation Parks and Open Spaces – includes Tennis Courts, Playing Fields, Play Areas etc
- Sports Development
- Tourism – Giants Causeway Visitors Centre, Ballycastle Tourist Information Centre, Tourism Promotions etc, Caravan Parks – Cushendall and Cushendun,
- Rights of Way
- Cultural Facilities – Museum, Arts and Culture
B. Environmental Services
- Refuse Collection
- Refuse Disposal
- Recycling and Waste Management
- Street Cleaning
- Environmental Health
- Burial Grounds
- Public Conveniences
C. Regulatory Services
- Building Regulations
D. Miscellaneous

2. Regional Rate
What services are funded by the regional rate?
- Education
- Health
- Personal Social Services
- Housing
- Roads
- Planning
- Water and Sewerage
The Government in Northern Ireland funds the cost of these services through a block grant from the United Kingdom Government and through local revenues raised in the regional rates.
3. Total Cost of Rates
How much will my rates cost me?
When you received your rates bill, the amount you pay is split into two parts. The regional rate and the domestic rate are added together to give a combined rate. This is then applied to the Capital Value of your home to produce your annual rates.
The capital value of your property was assessed by Land and Property Services (previously Valuation and Lands Agency) in 2005.
The attached table provides further details on how much you should expect to pay in the forthcoming year 2009/10.

How much does it cost to provide Council Services?
The Services we provide will cost £5.75 million in the year to 31st March 2011. The following table details how much (estimated) it will cost to provide each of the services listed in the 2009/10 year along with the % of total budget allocated to these services.
